If I'm not mistaken, tactical nuclear weapons have only one atomic warhead, while strategic nuclear weapons have multiple atomic warheads.
Tactical are low yield however I believe the yield is similar to that of the Hiroshima bomb so still quite a big bang

Either side will only use it when they can't win conventional warfare. It's like not been able to win in a fist fight then using a knife to save yourself as a last resort.
