The most likely reason was that the movie was running long, which is ridiculousl, because it was being released on Disney+ and therefore not constrained by the television timeslots! They could have easily given Candace her full musical Disney Acid Sequence!
I think it's less time and more just that animation on a music sequence like this especially costs money and Disney recently is notorious for cutting corners (y'know, if I had a nickel for every time a candace song about how a vague entity is screwing her over was cut from a phineas and ferb movie I would have two nickels, but isnt a lot but its weird that it happened twice, right?)
This song has cameos of the Space-Laser-Inator from I Scream, You Scream, The Beak from the episode of the same name and the Chupa-Copter from La Candace-Cabra. Man i wish this wasn't cut. Edit: 2 months later and I don't know how I missed the Rollercoaster from..... Rollercoaster, I guess my brain didn't register it as anything special due to how commonly it's referenced.
I remember when this leaked back in December 2018 and I naïvely thought "Oh, a song that was cut from the show! I love hearing songs that were lost to time!" but I couldn't make out what episode it was for... And a few months later, a new movie was announced. It would still be until the tracklist was announced when I would realize.

I can't believe this sequence wasn't part of the movie. And to think there is so much time wasted on stalling humor instead of using it for the song which was the whole point. Some of these scenes seem a bit uninspired, but I really like Vanessa's addition. I know everyone's sending you requests like crazy, and I am no better, but I wanted to ask if you have the instrumental of the song "Give Up".
At the time of this cut of the movie, "Such a Beautiful Day" didn't yet exist. Later, they replaced the time in the movie's duration that was dedicated to "Universe" to "Beautiful Day". I like "Beautiful Day", but I would've much preferred this sequence was kept.
He had a single line in the sequence where the statue of John P Tristate was destroyed by the alien ship where he said something like "oh good, it wasn't my fault" after it stopped just short of the statue's head before crushing the whole thing. It was kind of awkward and forced (it was added in after the scene was already written) so I understand why they cut it. I don't have the boards, though.
