They did not know about the allergy and that this is why she is seemingly "picky". So to teach her a lesson, they swapped the specially made food for her (because the cook and emperor know about the fish allergy) with the food for Lady Gyoukuyo. That's why Lady Lishus food taster had that sinister smile when Lishu ate the fish, as she thought they forced her to eat something she just don't like. Little did they know Lishu is allergic to fish nor that someone poisoned Lishus food to kill her and the swap saved not only Lishu but her food taster too.
