It is a set of variations, the theme of which is heard in the even-note tune in cornet and trombone (vaguely chant-like) after the dramatic opening, The piece is meant to be like a series of snapshots of a typical mainstreet, so it is also a tone-poem and it anticipates Ray Steadman-Allen's Victorian Snapshots on Ratcliff Highway from the 1970s in this specific respect.
