As someone who survived a biological weapons attack on the United States in 2006 and later investigated an organization who would target wounded warriors, etc. To implement experimental psychological techniques to induce suicidal tendencies or motivate extortion events. Children were the frontier of shield choice, and I find resource options such as stated useful and harmful to implement tasks such as these which are weaponized for prostitution, muling, and public defamation of military, police, and civil domain employees.
More funding cant help if the same agendas are in place.
