I do not think the developer was cheating intentionally. He might have gone to developer mode just out of habit and forgotten to turn stuff off.

The guys developed the game, he would be ruining his own job if he cheated in it.
Makes no sense to do so as it would just lose players, He’s forgot to turn it off without a doubt you can tell with his reaction. He didn’t end stream, deny or act like he didn’t know what went on he checked immediately and the look on his face and instant apology.
yeah, he was definitely NOT using any 3rd party programs to cheat, and I don't think the clip was fairly represented in the video.
as a game dev he has access to invisibility among other dev/admin tools that are built in the game purposefully, which are completely normal but obviously not allowed in an actual lobby. he just forgot to turn it off. you can even see him opening the developer console in the video.
so it wasn't fair to put him in the video among these other actual cheaters without disclosing the full context. still it was quite funny.

This instance he accidently left his dev tools on. No harm no foul he was our protector against the cheaters something Activision will never bring us.

As someone who use to build mod menus back in the old 10-13 years, no one can join a match and give you cheats, they can give you, host/admin/vip/guest access to the menu they have during the match but once you leave it leaves, so anyone saying they got it from someone 😂😂🤡 and people saying they didn’t mean to download it such as engine owning are even funnier, because you have to go to the website download the software, then pay, enter you’re card info or pay with bitcoin etc then you have access it’s not so bs accident with a miss click of a mouse
