they made it less about teaching Chase a lesson and more about their bottomline which is really how you play the game. They don't have worry about complaints from other tenants because they will give them a choice which is getting the tenants to pay for upgrades in something that doesn't actually belong to them. It's not smart on the renters end but great business on Bethany's family. Chase is really in a power struggle by himself because he is paying for things that is elevating someone else real estate and not his own. He is paying a fine and offering them an upgrade, just not smart.
