One of the popular software and widely supported software/operating system for that is "Home Assistant". With the help of Home assistant, we can control almost anything locally but it requires a little amount of tinkering (setting up it raspberry pi or in your computer and configuring it )
Yup! Crescent, zigbee, Cbus, Modbus protocals are there with high reliable work on local network and you can run it on any mqtt...Im working as Automation Programmer in UAE.... But our people still haven't aware about it because of its cost....

Bro. There is a device called Tinxy which works in 1) Lan without internet 2) Manual switch control 3) Wifi So no matter what you can use it even if there is no internet. I have almost 5 such device and 10 appliances connected to it. Please do try that.
Hi we are automation provider our device works with wifi signal itself no need of internet. Internet is required only if u have to operate from outside. Our device is the only made in india to integrate with apple home kit. Device is retrofit model so need of special lights we can automate everything. We too have smart plug which supports 16Amps upto 2500 watts. Siri, alexa, ok Google and Samsung smart things supported.
