General Shephard was the general of task force which included Ghost, roach ,Captain Price etc..he betrayed them..n killed them like u see there..reason he looks like Ghost rider is because Ghost rider went through the same scenario

just dont upgrade it. That's what I am planning at least. The non-upgraded version has gold and black mask which looks badass. No fancy flames that is really way overboard imo.
