I think even more important is knowing what notes to play. Lots of time beginners try improvising fast licks and it sounds sloppy because the notes are random or aren't well known yet.

This reminds me of Frank Gambale vs. Joey Tafolla picking techniques - I used to get smooth runs on electric guitar using economy picking which requires a light responsive touch - and when I started flat picking steel string acoustic for swing music I discovered that alternate picking was more aggressive and direct and percussive, so I integrated both techniques.. On bass I'm actually working on exercises to break the habit of doing this very thing (to play more staccato with strict alternate plucking, learning about things that are hip), so it was a nice irony for me to see this video today :)
How to play slow. Try king Tubby's, less is more. Reggae, totally underrated in terms of Bass. No other kind of music where the bass and groove is more important. I mean the classic Jamaican lines, not the hybrids, every bass player should know.

Not always index. Whichever finger played the last note on the higher string is gonna play the next note on the lower string by just moving your finger more down, if that makes sense.
There needs to be a video dedicated only to playing to chorus of right on time because sometimes I have it sometimes I don’t and I don’t know how to be consistent with it

Fast descending is easy. I struggle with fast ascending.
Yeah, you can't use this technique ascending. You could always use Van Halen 3 note per string hammer-ons going up!
I think Evert bass player has had this problem, the thing that helped me was practicing string Skipping

Learned it from 10,000 Days by TOOL, the riff before the jumpy pull-off one towards the end. It feels really satisfying when you play it tightly.
I prefer the billy Sheehan 3 finger technique, it's fast and has a natural feel. Do whatever works for you.
