I don't think it's structurally strong enough for that. It would probably break apart. Also, you would need to send up massive amounts of fuel, and thrusters, and SOMEHOW attach that to the station. It is much more efficient to simply deorbit it. So no, it would not "cost less". And landing it in the ocean wouldn't pose much risk at all.
Why not just add some boosters to it and send it out to space or into the sun? It would cost a lot less with a lot less risk...
