Seems like an allegory of the French Revolution to me. The snotty kid is the sans-culotte prole, the headless guy the bourgeois who uses the former to carry out his historic destiny, and the big troglodyte is the ancient regime. They manage to decapitate the monarch only replace him with the same kind of cannibalistic exploitation.
