please please treat this girl’s lice properly, simply removing some lice and not killing the eggs means it will continue to come back as i’m sure you’ve noticed! having lice for a long time could cause hair loss, infection from scratching and other bad things. you can cover the hair in olive oil, make sure it’s completely soaked and wrap it up in a plastic bag for at least a few hours and kill all the lice that way-then remove the eggs with a fine tooth comb to make sure they won’t come back, for your sister’s health :^) you can look up online other cheap lice treatments too!
