Yup your description fits this song well. Though 5 mil views might a bit unrealistic for a song from a non-mainstream electronic artist, with 1+ mil at this point you could already call this song fairly popular. In comparison, "Subvert" by Geoplex is just as great as this song I'd say (fresh characteristic melody and high production quality) but can't even reach 100k views, probably due to a lack of promotion.
October 2021 update: 1.6 M views as of writing this comment, seems like it wont get THAT popular because EnV is only known on Newgrounds and GD, so its kinda hard to attract new people
