Steve isn't the worst character, that award would go to R.O.B, Olimar or Mr. Game and Watch. Steve's moveset, however, is by far one of the worst, because it can almost always be utilised in unfair ways to ensure victory against any foe imaginable. I don't think that Steve's moveset is "bad" personally, but I can very much understand why people hate playing against the man with an 8 x 8 pixel grid for a face.
