But NOoSE is different because it is a federal back up just like how swat is a local police or, back up for the locals. NOoSE is a federal thing, so if the FBI or in this case the knock off FIB needs them then they are called in. NOoSE is sometimes called in to combat since the are a federal thing. So, like i asked, WHY IS THE SWAT FIRING ON THE NOOSE IF THEY ARE ON THE SAME SIDE?!?!?!!?????!?!??!/ WTF??? FRIENDLY REMINDER SWAT is a local back up, while NOoSE is a federal back up. GET IT RIGHT, NOoSE and swat are both good guys, SO THEY DON'T SHOOT EACH OTHER!!! DID THE GOVERNMENT FALL OR SOMETHING?!?!?!?!?

You can see that my story background in the description: The FIB, which is Micahel participated in, is going to have a Big Conflict with the IAA for their upcoming funding, and it is located in IAA Secret Base!! Are Police Michael willing to help The FIB and gain some funding from them? Which means that you can expect some corrupted agents are having conflict between each other. You can also see that in GTA5 the IAA and the FIB always have funding problems between each other ( just like the mission The Wrap Up). Moreover, NOOSE can be helping the IAA in serval ways because the IAA (International Affairs Agency) does not have tactical units itself so they can also have the NOOSE helping them our call them in for backup like you just mentioned above. Just like this movie, the IAA knew that the FIB was coming to attack them so they already called in the NOOSE so as to help them secure their base.
