I loved Test Drive Unlimited. Actual police cars and people mostly pulled over.
He's reminds me of another American I know, who gets really pissed if you don't do what they want. It's a game, most of them probably won't pull over. Most want the chase.

Hey, I have a question how do I turn on the sirens?
Hi! Actually there is no real siren on the police cars. They take place instead of the car horn. So just go to the horn category for your car and find a police siren one in the sound effects tab. 👍 One more thing, if you don’t find it you might need to rank up to level 12 first. Just complete lots of races to unlock it.

Its in the upgrades, certain cars have police lights, like the alfa romeo 4c and the lambo aventador sv (its a hard to find car)

Use the cheverlot zl1 cop car it can go up too 346 kmph with no engine swap but upgraded or you can V12 engine swap for 430 kmph plus it sounds awsome

How do you control your siren, what button?
You need to unlock it as a horn. Get Level 12 on Street Scene. Just do lots of races until you do it

I'm sorry to say, I love police roleplay a lot, but sometimes when people record videos of police roleplay but they have little to no experience nor how to legitimately operate as a patrol officer, I can't watch, I love tomcats content, but because I own a dojrp type roleplay community in Forza, I can't stand and watch. And no I'm not trying to be a sell out for my rp community I am just clarifying it.
Yeah, they don't say something like: "That's enough driving! Pull over!" or "Stop your car or we'll take radical measures."
