Soobin is in the group TXT (leader) and is in the same company as BTS (BigHit Ent.). He's an MC on Music Bank, which is a Korean music program by KBS where artists perform their songs and will have an interview to promote their comeback!
It's the traditional korean clothing called Hanbok, it's worn during Chuseok as mentioned in the video, which is basically korean thanksgiving. It's a big holiday in Korea! The hat is called 'Gat' which was worn during the Joseon era. If you want any kdramas that are period typical they will be wearing these clothing. Also some kpop videos where their concept is focusing on korean culture they will be wearing this type of Hanbok or a modern version of Hanbok that's more popular. They wear the traditional on Chuseok though.
He is from the group TXT. They are under the same agency as BTS. So he is still from a Kpop group😅
That is Soobin, the charismatic leader of TXT and he is also a MC in music bank which it’s a music program like MTV, they interview idols and then they sing, Soobin was one of the best MC’s last year and this year☺️

Soobin is the leader of TXT (Tomorrow X Together) they are a 5 member group under the same label as BTS (Bighit Music) They debuted 2 years ago, in March 4th, 2019, with their album "The Dream Chapter: Star", with their title track "Crown".
If you're interested in them, I'd like to recommend you to watch "a guide guaranteed to make you fall in love with TXT", also their MVs! Recently they released an animation for their series and I think you'd like it!

Honestly I think Soobin is a breathe of fresh air for Music Bank and the idols respond to him cause he's so genuine and Arin as well.
5:03 to answer your question, that's Junji from OnlyOneOf and he's confirmed that he cant see when he has his hair like that and usually has to have a member of the group or a staff person guide him around.
