2 ways depending on your vehicle. There is an adjustment rod on the booster which is either behind your master cylinder which needs to be removed OR like my Tacoma there is a threaded rod attached to the brake pedal with a lock nut which you can adjust.

you're actually supposed to remove the floor mats and carpet until the floor panel is revealed.

ibterestingly, the "green bible" states that the brake pedal height is measured from the floor, not the footwell - ie it should be perpendicular to the ground (6 1/4 ")

That is not correct. No way to adjust the pedal distance from the ground. Video shows the correct way of measuring the distance.
