When you build a dam and plan its catchment area and reservoir areas one of the first things you do is study which settlements will be affected and what existing infrastructure will be flooded . So when Pakistan's government decided to build this Dam how did they not realise that the Karakoram Highway would be affected and needs to be rerouted and its cost not taken into account ? Seriously if this is the planning that happens in major projects , any wonder then that there are cost overruns . !!!!
