There's more to it than just that. Bucky has Demons to deal with alongside a very troubled History. Sam managed to be an Avenger without any Powers Period. Captain America is more than just a Super Soldier, he's a man who was granted power after Deacdes of being stepped on. Sam may not have been a weakling his whole life but he fought Aliens, Monsters, Mutants, Terrorists, and more with just a pair of wings. He wasn't a 106 year old Man honored in a Museum before being revelaed to be the World’s Greatest Assasin, he was something more.

*steve will choose bucky over everything and anything possible without hesitation with every living fiber and vein in his body.* he chose to give up his shield for bucky, his protection, weapon and symbol that contributed to shape him to what he is now. he turned his back on everyone just to protect bucky and believe that the person he knew was still in there despite being brainwashed and tortured, being an asset and a dangerous weapon. don't forget that civil war happened because steve chose to be with bucky.
if there's someone who wouldn't ever give up on the other, it's gonna be steve and bucky. besides you can see that bucky is too overprotective of him when he insisted to join the army. he even wanted steve to live with him, always tagging him along with his dates and saving him from bullies. sorry for the word vomit, but i'm just too passionate about their relationship. and the person above me is right. steve and tony don't know each other that much personally but steve and bucky do. "i'm with you till the end of the line." "even when i had nothing, i had bucky." i'm saying that this relationship is pure and heartfelt. i love stony too, but stucky has to be the realest out there.
