Inuit people did wear sealskin parkas while they hunted and fished in their skin boats, they could have been mistaken for seals. Strange looking seals, perhaps they were mistaken for seal/people. Inuit people certainly also tell stories about shapeshifting so they could have added Inuit stories about human/seal hybrids to the mythology of Scandinavian people who would have recognized them as silkie legends.
