Have the island pretty small, with stealth friendly shapes. Something carrier sized, but hauling all the missiles you could ever need. Antiship missiles would have a hard time detecting such a target, and even if they did hitting it would be even harder. Basically a cross breed between a super carrier sized, missile battleship and a sub.
At the end you're talking about something that is called the Dockwise Vanguard, but beside this there's COSCO that is building thoses ships in quite the number in china and that's why i reconized that the logistic capabilities are astonishing, the second largest is already enough to do about everything you can imagine it's called the MV Xin Guang Hua it's about "only" 7.000 tons lighter than the vanguard and 20m less in lenght, i wonder how big the next one will be, but at some point we got to ask about the necessity of doing something as big as possible, this can already lift about everything except maybe an aircraft carrier so what's the point?
