I think it's because most people don't believe the state and the police, who often arrange much more horror and tragedies themselves than Yagami. Who saved more people than the judicial system by simply killing murderers and rapists all over the world. That is why in the manga, the author asks through the police whether they did the right thing by killing him and there is no answer to it. And there, at the end, it is indicated that after his death, crime increased again to the previous level.

personally, throughout the show I was rooting for Light. though the murders of people who weren't criminals is fuc*ed up, the thought that if nobody had intervened, all criminals in the world would have been killed and no innocents would have. In this hopeless world we live in, that is arguably the only solution for humankind to have a future beyond this century or so at the rate at which we are going about destroying the world and other humans too. So just imagine L was not in the picture, nobody directly targeted Light, 80-90% criminals would have been killed off and anyone else who would even think of crime would be scared shitless to do so because they'd think Kira will pass judgement. It is a world of peace where legit no innocents would ever have problems. This show inherently makes us consider that possibility and honestly I know of no other solution to the mess this world currently is in
This show is very complex, and I think you'll find yourself switching allegiances many times, throughout the show. This show does a really good job of exploring the boundaries of ethics, both of those that align themselves against law enforcement and those that align themselves with law enforcement. When law enforcement may get things wrong, in one's opinion, how far is a person willing to go, to compensate? When trying to catch a criminal wrongdoer, how far are those entrusted with enforcing justice willing to go? L used a criminal as bait, and got that criminal killed. Possibly justified... Yes or No? :) Light kills criminals, that commit terrible crimes, but he also kills those that get in his way. He crossed the line, but where was the crossover point? Does he consider it "self defense"? Remember what he was like before the Notebook? He was a model student, and a model citizen. Did he always have darkness lurking beneath the surface, or did the power of the Notebook corrupt him? Is there even some deeper influence that it exerts? At this point, you have probably felt a taste of some of the intense, yet unexpected emotions that this show can evoke. I look forward (with a bit of unease) to the next reaction. You're also close to one of my favorite parts. It's one of the parts that made me rewatch the entire series in the English dubbed version. Prepare to bring your potato chips.

So go to a utilitarian type framework and think “what is the best possible outcome”. The best outcome here is that Kira gets caught while having a profound impact on the cultural zeitgeist making the normalization of crime seem absurd. L is no better than Kira but the difference is that L wouldn’t use the notebook so start from there to find ur own line. Also Kira would call anyone who wouldn’t make the world a better place with the notebook a coward and truly evil (at which he does have a point). If u had great power to change the world but said power could only kill u either give in to those circumstances or live in apathy without doing a damn thing. It’s as if to say if u see a smaller person being bullied do u just walk away? If u have no chance to beat the bully do u fight and also get bullied? Then let’s say the bully has a knife and u have a firearm do u end their life? If all of those qualifications apply the worst person is the one that walks away, the next worse is the one that fights with no chance and the one that ends them is the gold standard. Life obviously isn’t black and white so the best option would be to threaten them to save the bullied person but to do that on a grad scale while trying to better the entire world doesn’t allow for such nuance.
