Queestion - I have Pines that must be 22 ~ 23 years old and the branches are 25' long ( Can we cut them back? Not to the 2" nub but like 5' from the end so they look smaller )?

Pruning just beyond the branch collar and branch bark ridge retains the tree's natural defense mechanisms and promotes compartmentalization and callus formation.
I have not had a good experience when pruning just beyond the cambium. Defense mechanisms seem to kick in as well as they do when I leave a one inch stub beyond the collar.
Not on white pine. On blue spruce yes but not really...small branches that take forever to grow out...meaning grow out of about 6 inches per year. At least that has been my experience.
You really don't have to. If its a tree in your yard, the whole tree looks good. If it's in a managed forest of many trees, the lower branches will die on their own and you can just leave it that way. I am managing the woods and choose to trim them because the trees look really cool and I just happen to own a wood chipper. Keeps a retired guy busy. I have over 30,000 trees.

Trimming an older pine tree to shorten the branches is most likely not a good idea. Doing so can damage the tree.

Will new branches fill in the bare spots? I know cut branches will regrow.
