As a Teemo support main, I will tell you right now that the spreadsheet is tuned for Top. While I don't expect that you're a fellow support teemo, be aware that playing mid/jungle/adc Teemo will require slightly different attention.

they make it worse because there are morons with ambitions and ideas who push what they think is good / looks good vs polling people and measuring usability. in other words, the product managers on the UX team had nothing to do so they decide to "revamp" and as a result break stuff

An additional attack speed increase, even a little, would be nice, also imagine it giving extra attack range.

Movement speed is needed for Teemo to kite, but perhaps keeping the passive buff and adding a dash or blink for an active would be good.
