It's the Weyland-Yutani Mega Corporation and all their competitors; just like in the movie "Jaws", how the primary antagonist isn't the shark, it's all the greedy small businesses who don't want to close the beaches, which gets people killed, it's the same in the Alien Films, if the Weyland-Yutani Mega Corp wasn't trying to profit off of attempting to make the creatures a bioweapon, many of the issues would not have ever happened in the first place, but Capitalism is Amoral, and will do anything for profit.
