- Emma Young became the first black civilian employee with the Howard County Police on December 13, 1965. She later had a distinguished career with the Maryland State Police, from where she retired, before returning to Howard County. She currently works at the North Laurel Satellite Office. We honor Emma as a trailblazer who paved the way for the many women and African Americans who serve with the Howard County Police Department today.
