What I've observed though (I'm a Malaysian btw), the Filipinos have created a very unique speech of mixing Tagalog with English (and probably Spanish too) words to the extent that virtually all of them can speak this "mixed language" like a native but many are not actually fluent in either English or Spanish.

We have diverse dialects as our native mother tongue then we'll learn the Filipino language and english at school and in Sm in order to communicate with other people who don't know our native mother tongue. And also, the thing that you call mixed something is what we called "TagLish" since we all have our native mother tongues, we are also having a hard time finding the corresponding Filipino word of an english word so instead we'll use the english word in communication.
