Judging by other redesigns like Reaper or Dva or Pharah, I assume she would've been a bit more angular and probably with some grey accents instead of pure white.

In Echo's bio in the official webpage, it is stated that the foundation of Liaos desire to create Echo was to improve on the original omnic designs. I dont know what Moira is doing but she may be trying to play with her memories and insecurities by making her question whether or not Liao actually liked the idea of creating her (which she did from my understanding)
There is also a voiceline between her and Winston where she asks if there are any similarities between her and Athena. Winston is hesitant to answer so he says they have the same dry sense of humour. I think Moira may be talking about Athena.
