The finish can be safely removed dozens and dozens of times at minimal cost, restoring the floor to new condition. Removing the tile each time and replacing it would be very cost inefficient. That's the reason for the top scrub and recoat procedure. Basically you're removing the wax/finish in a simple process and reapplying new wax/finish to make the floor look like new.
