All for One had the power to take other quirks into himself, (like Rogue in X-Men) & had the power to transfer the quirks he had absorbed into others. His brother only had the latter quirk of passing powers. All for One not knowing his brother had any quirk gave him the stockpiling quick. The strength of each person to possess One for All became added to the quirk with each new successor to the point where the quirk less Toshinori became All Might, as strong more than a half dozen people and then some.
Simon Smith I want to say there is no reason why he could not, it’s a quirk like any other. But, some people might get a teeny bit ticked off that I would so much as imply that....it makes sense logically though, considering that his brother’s quirk was fairly similar, and judging by the Todoroki’s, the type of quirk one inherits is definitely based on the parents (a point that I believe has been brought up before).

So All For One got the power to give and take Quirks, but his brother only got the ability to give Quirks. Useless by itself, which is why they thought he had no powers. This is also Why Endeavor had to have four different kids to get a the combo that he wanted. All of them had some variation of his or his wife's powers or both, but only Shoto got the perfect blending of both. Another Example is Ida. His brother has engines in his arms. It has been stated in an interview that people with certain quirks would be drawn to different things. For example Snipe was drawn to guns, which caused him to learn about his aiming quirk. “I’m Deku” reminds me of the scene from Miracle when the are doing sprints and the coach keeps asking “who do you play for?” And they say their college teams until one person stands up and says “I play for the United States of America” And you finally see what the real purpose of the question was

It's unclear to me how giving up his quirk has effected All Might's health. It's clear he's not long for this world, you don't need precognition to figure that out. A this point he is living on borrowed time, he's pretty messed up. What's more he is still putting strain on his already badly damaged body by continuing hero work. Now I could see how losing his power could either be better for his health or worse. The details are unclear to me.
All Might has been pretty messed up for a very long time, now. Ever since he received that blow from All for One, continuous surgeries and the strain on his body has made him weak and frail. One for All doesn't directly impact his health, other than the fact that it allows him to continue his hero work, straining his body even more. Muscle Form is how he naturally looked before he fought AfO. Weak Form is how he naturally looks right now, after years of suffering from the effects.

I'm a little unclear on the exact time line, but All For One and by extension his brother were born a long time ago. They stated that All For One has a quirk that stops the aging process, meaning he has to be so old that he would of died of old age if nothing else by now if he didn't have such a quirk. Given a few other factors I have to assume his little brother died a long time ago.

I think its more like all might's body wouldn't last because he has basically artificial organs and stuff because of the injury so when midoriya reaches full power state he'd probably have passed

The dub’s dialog sometimes skews things slightly. The dub makes it sound like All Might is going to die. All Might originally thought, as I recall, “By the time you face him, I don’t think I’ll be around anymore.” It’s not the All Might is going to die, it’s he doesn’t expect to live that long.
