I think the PASS stands for Pull, Aim, Squeeze, Sweep for a Fire Exstinguisher, think about it, pull the pin out of the lock, aim where you want to douse the fire, squeese the nozzle to activate the foam or liquid from the extinguisher and sweep to get the fire out efffectly and efficiently.

My initial thought was for the PASS safety device as well... but they're referring to the mnemonic for how to use a fire extinguisher.
