After watching this video, I answered the same in one of the interview that crystalline is used while mixing in wet concrete...He looks surprised... I dont know what to say...

Yes crystalline powder is added directly in concrete as per the product TDS

If there is no use of water/electricity in that item.

Its a standard loading, boq main bahut sare items hote h aur work ko karne k liye water n electricity n water ki requirement hoti h to uske arrangement ka expenditure hota h...if both are supplied by client free of cost than you consider 1% in analysis for both bcoz free supply shall be provided at one point by client, rest distribution arrangements made by contractor.
