The pins are usually destroyed when pulled out, so yes they usually have to be replaced with new ones. The holes can be reused no problem. Anything not removed with the pin can be pushed in to clear the hole.
Yes if they are this push type. Depending on siding thickness they might go into wood, so you might have to find the previous holes or cut the tips off so they only go through siding.

I had the same disappointing result, Absolute waste of time and product.
So painting with semi gloss paint from front door paint used is not advisable?

Its very time consuming to paint these fake shutters.
Best to buy them new with close color matching to front or back door & install them.
What is TSP that you cleaned with?
Where did you get that fission tool from that took pulled off the shutter buttons. Also the end nippers

Yes I used TSP to clean. Any degreaser including dish soap should work though.
