Great question. I’d be more inclined to say this is positive punishment. Various added stimulus were associated with the event. Maybe one way to differentiate this scenario would be with the example they provided or if encountering the officer is aversive enough to emit behavior change.
I love your channel, it's been making my studying pleasant. However, I don't agree with the red light ticket example completely. First of all, you're assuming you will have to pay the fine. Second, you're assuming people don't like their money taken away. Financial dominatrixes exist for a reason, some people get off on having their money taken. Perhaps I am going to deep down the vortex of possibilities. However, you did mention to never assume that punishment for someone is a punishment for everyone, giving examples using skittles and hot sauce. Okay, I am done procrastinating, going back to watching all your brilliant videos :).

You would only know if you saw a decrease in speeding but if u did positive punishment - you're adding something thats decreased the behavior
