Pretty sure Sua was touching Jiu's unspeakables to be honest, considering the context. Even Siyeon said "What are you doing? I'm so shocked right now!" You can see Jiu's left arm pushing Sua's arm away and Jiu was probably laughing out of embarrassment when she said "Seriously!" Also notice how no one else was shocked? They either didn't notice it (Unlikely since Sua was grinning like an idiot, and why else would she be smiling with such glee like that at a time like that...?) or they didn't want to react and bring any attention to that. Since the rest of their bodies were off camera, Sua could get away with it and no one would be able to say anything about it. "A picture says a thousand words." says a lot with this lot.
People usually notice Sua attacking but don't notice that Jiu lives for testing her limited patience, the whole thing at 4:22 is the best example. They really are just a couple of kindergarten besties being judged by their older more mature friend Gahyeon 00:32
