You need to round off because it is money. Money is always rounded off to the nearest cent (two decimal places)

Yes, you could. Remember:
To go from VAT (excl) to VAT (incl) you multiply by 1.15
To go from VAT (incl) to VAT (excl) you divide by 1.15

How do you calculate Vat% using net amount and total amount?

To get the % :
% = (total amount - net amount) / net amount x 100
It is essentially a percentage change calculation.

If you want the VAT incl amount and the VAT excl amount is R42:
42 x 115/100 = 48,30

The 15% is there.
If you consider that the:
VAT excl amount is 100 percent and VAT is 15 percent, the VAT incl amount would be 115 percent.
It depends on the question and what they are asking for.
