Absolutely. I think her and Whitney Houston are the greatest voices on their respective genres. No female singer could sing like Whitney and no female rapper (along with many male rappers) could spit like Foxy. They both have a similar cadence and power in their voices you rarely hear even among the best singers and rappers. In my opinion Foxy could actually rap much better than Jay himself (even if he did write some stuff for her) Her tone was much meaner, darker and more menacing than his. I don't even compare her flow to other female rappers. She's easily one of the best, irrespective of gender.
