just kidding, usually method used to cut the bolt hole is by punching the hole
"1.6 mm larger" than the bolt diameter not 1.5...i don't know their code..in our country it's 1.6...and additional 1.6 for the effect of punching the steel. that's only for the design. quite conservative right?

To find the gross dia of rivet in your first problem.... Why did you add 1.5 to 20??.... why can't it be just 20??.......
