Like Sethos, other characters can use other weapon too, like Ganyu, Raiden, Sara, Alercchino, etc
Genshin explore this for the characters when it's a story quest, animation, read stories and other things too. And Cyno wasn't flying, and yes his power can have a extra gravity, and also because he was in action

wait until you realize that the Cyno we had been playing was already the post-Cyno-second-story-quest Cyno
this has happened before, both Neuvillette and Furina are the persona of them after Fontaine Act 5 and Furina's story quest respectively despite you can get them before the story happens
considering Neuvillette was released in 4.1 way before 4.2.. Cyno being an aftermath character of a recent character story quest despite being playable way earlier is nothing new to Genshin

Exaggerated gravity during anime action scenes isn't unheard of
lore is very different gameplay if we have characters by lore? some of them will very op excluding the archons, ayato can also use polearm and a claymore,ganyu can is proficient in using multipile weapons,childe is a master of all weapons bow being his weakest stong suit, and canonically traveler is suppose to be also using multiple weapons during their journey
again if were going by canon lore arlecchino,albedo,xiao,diluc,cyno,jean,xianyu,sara,klee and itto just to name a few are very poweful
hukm... ok i get it... gameplay nerf them because it will be too easy if they use almost 60% power... make sense somewhere like genshin
