Philippine National Red Cross is a humanitarian NON-GOVERNMENT organization. Aside from the Chairman, it has its own Board of Directors and Managers who formulate, approve and implement policies and guidelines. As long as their actions are within the organizations' approved policies and guidelines, whether you or Duterte consider them appropriate or not, you cannot question PNRC or Gordon because it is a non-government organization who merely follows its own legal policies and guidelines.
