I looked on the wiki and it said you need to clear 14-21 and 14-22 with amiya in the squad (but you already can not not do it without her)
Maybe she like a week 2 unlock?

@@almondbread8255 Why do you need to class change for 14-21? You need her caster form and not her guard form. As for now you do it, you can do it by selecting Operator in Main menu, then Amiya, and you will see red button labeled Class Conversion next to her potentials.

I have a question. I finished the whole story on adverse environment but I dont have H14-1 and H14-2 unlocked. How do I unlock them? I googled and didnt find anything about it

If I'm not wrong you need to wait for week 2 for the hell stages to be released

H stage will unblock after 1 or 2 week later like every other H stage
