Even tho we don't know the second wielder's quirk yet, you still have to think about how One For All had an effect on the quirks of the people who it was passed down to. All the previous users have warned Deku that their previous quirks are significantly stronger than when they wielded it themselves, because not only does One For All as a whole get stronger as it continues to pass down to the next person, but the amount of time in which the wielders were able to hold the quirk/have been contained within the quirk has an effect on the culmination of power as well. One for All has essentially been growing in power since the first generation of quirk-users appeared. Even if the second user's quirk wasn't something super amazing at the time that he had it - even if it was just a mid-tier powered quirk - he's very much justified in raising concerns in how the quirk might effect Deku. The quirks of the older users come at a bigger cost to use in Deku's hands. Izuku has strengthened himself a lot since the beginning of the series, but it's still a big risk to him to use their quirks recklessly. He's been able to access all of the quirks except for the second's until now, but he's never been fully in control of them - he becomes even less in control of them when his emotions overwhelm him , when he's panicked or driven to bouts of anger. The Second warned him to use it as a last resort because none of them are quite sure how it will manifest, what kind of damage it will do or the backlash it might have on Izuku.
