I agree with Ben - probably referring to car phones. They were already semi popular at that point. But the order of the lines is curious. He could have said "put down the phone. Get out of the car."
Yeah what the word "phone" meant in 88 was completely different. And the ideas expressed by telling someone to "put down their phone" has also shifted a ton.
