The Abandoned Research Tower? It's a procedural location, as in randomized. I've found it on Indum III-c, and Toliman II-b, so they may show up there for you eventually. Sadly that's all I can do to help though.
My guess is they ran out of art for the covers, or effects, or both! The only rule that seems to be consistent is that Starfield's magazines are only in sets of 10 or 5.
1 last question for example if I am doing NG+ 10 times do magazines stack each play through ie similar to starborne suits las one being venator and thanks 4 ir time
It's hard to explain because the rules are so god-awful with the mags. Basically they work like permanent perk ranks. For Constellation Guides the max effects is 5, but you can collect 3 in your first playthough, then pick up 2 of the same ones in NG+, and get all the bonuses that way. So there are actually 7 Constellation Spacefarer's Guide covers in the files. Any idea what happened to those magazines?

No. You can store or sell them afterwards. The buff is applied as soon as you pick it up the first time and stays.
