That's Peter Asher. And next to him is indeed Ringo Starr. Austin Powers was a fictional character created in the mid-1990's. Mike Myers would have been roughly five years old at the time this picture was taken. Despite this ridiculous error, George Harrison was actually a huge fan of the series, and the last letter he ever wrote before his death was a letter to Mike thanking him for his work and praising the Austin Powers movies.
