How would I use the paste command to make a table if I want a fixed width in my columns?

$ paste -d "|" number state capital
1|Arunachal Pradesh|Itanagar
2|Assam|Dispur
3|Andhra Pradesh|Hyderabad
4|Bihar|Patna
5|Chhattisgrah|Raipur
sir $ paste -d "|," number state capital command is not working in my ubuntu OS so what I will do to execute the following command.
