well, you have to go slightly deeper IMO to see why LKY's legacy is still relevant and has power. IMO it comes back to money. he brought SG to relevance on the world stage and increased living standards. AND he is credited (now it is almost indisputable but like you said you never know how much credit to give someone anymore) with being a major driving force of this transformation (im saying this to contrast with Xi JInPing who may or may not get the same legacy of influence due to china's inevitable rise with or without his leadership). so LKY is relevant because he gave us prosperity. so what? ultimately the complaints you have are not so much SG PAP problems, but more a human nature issue and global governance issue. you have to admit these are problems faced by any govt. SG is one of the few govts that actually function in the world to a decent level (of course debatable and relative). but there will always be the relativistic argument that SG is doing so well, stop complaining, this is a first-world problem. i understand we need to improve, but i feel we also need some perspective. its not easy to maintain what prosperity we have from LKY (i.e. not to blow what we have now, in an increasingly challenging and volatile world). so to say the current govt is 'merely maintaining LKY's legacy' might not be fair...since the relative difficulties of building a nation vs. maintaining it are different and cant really be compared (akin to getting into a relationship vs. maintaining it lol). but of course we want to improve more, esp. regarding fairness, transparency, accountability, etc. i think from a utilitarian POV, its about prioritization. right now, one may argue that money, the economy, preventing us slipping, and remaining competitive in the global economy might and should be our no.1 priority. if this is agreed, then stability, continuity, etc. should be prioritized. but without transparency, accountability, this stability could also be easily compromised and descend into corruption. so there needs to be a balance, which is basically where the crux of the argument is. how does one even measure or know where the balance should lie? there is no comparable equivalent to SG. SG might arguably be near or at the pinnacle of governance globally? which other government could be said to do as well or better than SG? humans are flawed. hence governance by humans are flawed. i know this is not a valid excuse to not do anything, but it is a reason as to why its such a complicated issue that will not be resolved anytime soon. as long as economic priorities take front seat (and they will almost always in a capitalistic global order), the balance will forever be skewed towards it. as long as other issues such as transparency, accountability, etc do not exceed the level where they will destroy all we worked for...their current foibles will likely be tolerated. tl;dr i believe it cant be helped, we're already doing our best and i believe theyre doing their best given the tradeoffs/complexity involved. very open to someone convincing me otherwise.

Not to speak for the Singapore government, but if the offense is against an individual, would not that individual victim have the right to sue or not? If that is the case, then I don't know whether one can make much out of it. I understand that if it is a criminal matter amounting to 'public offense' such as rape , then it would be different - then the public prosecutor will have to sue the alleged offender, and the victim would not have a say in whether the suit would go ahead or not. S'porean mostly like to travel during cool weather and especially winter, so those sights of their living condition made us very grateful to have a simple home to keep us safe. well, you have to go slightly deeper IMO to see why LKY's legacy is still relevant and has power. IMO it comes back to money. he brought SG to relevance on the world stage and increased living standards. AND he is credited (now it is almost indisputable but like you said you never know how much credit to give someone anymore) with being a major driving force of this transformation (im saying this to contrast with Xi JInPing who may or may not get the same legacy of influence due to china's inevitable rise with or without his leadership).
so LKY is relevant because he gave us prosperity. so what? ultimately the complaints you have are not so much SG PAP problems, but more a human nature issue and global governance issue. you have to admit these are problems faced by any govt. SG is one of the few govts that actually function in the world to a decent level (of course debatable and relative). but there will always be the relativistic argument that SG is doing so well, stop complaining, this is a first-world problem. i understand we need to improve, but i feel we also need some perspective.
its not easy to maintain what prosperity we have from LKY (i.e. not to blow what we have now, in an increasingly challenging and volatile world). so to say the current govt is 'merely maintaining LKY's legacy' might not be fair...since the relative difficulties of building a nation vs. maintaining it are different and cant really be compared (akin to getting into a relationship vs. maintaining it lol). but of course we want to improve more, esp. regarding fairness, transparency, accountability, etc. i think from a utilitarian POV, its about prioritization. right now, one may argue that money, the economy, preventing us slipping, and remaining competitive in the global economy might and should be our no.1 priority. if this is agreed, then stability, continuity, etc. should be prioritized. but without transparency, accountability, this stability could also be easily compromised and descend into corruption. so there needs to be a balance, which is basically where the crux of the argument is. how does one even measure or know where the balance should lie? there is no comparable equivalent to SG. SG might arguably be near or at the pinnacle of governance globally? which other government could be said to do as well or better than SG?
humans are flawed. hence governance by humans are flawed. i know this is not a valid excuse to not do anything, but it is a reason as to why its such a complicated issue that will not be resolved anytime soon. as long as economic priorities take front seat (and they will almost always in a capitalistic global order), the balance will forever be skewed towards it. as long as other issues such as transparency, accountability, etc do not exceed the level where they will destroy all we worked for...their current foibles will likely be tolerated.

If that is the case, then I don't know whether one can make much out of it. I understand that if it is a criminal matter amounting to 'public offense' such as rape , then it would be different - then the public prosecutor will have to sue the alleged offender, and the victim would not have a say in whether the suit would go ahead or not. S'porean mostly like to travel during cool weather and especially winter, so those sights of their living condition made us very grateful to have a simple home to keep us safe. For those who are still unappreciative about our tiny dot, our kids can go out safely even at night, other countries cannot provide the peace parents here enjoy. Citizens can set up own business and earn millions if talented enough. Citizens can buy and own high quality private and public housing.
