when I do the tune up part. i usually put it to like 10-15 mil seconds but after the test it says my input lag is like 30-45 milisecond. is that like the recommended i need to put it at?

Aim for Perfect hits. Good hits have a base score of 30 points, Perfect hits have a base score of 36 points.
